<p align="left">根据河南省河南省哲学社会科学规划办公室有关文件精神，2015年度河南省哲学社会科学规划项目申报工作已经开始，现将有关要求通知如下，请遵照执行?/p>
<p align="left">一、申报河南省哲学社会科学规划项目的指导思想是，全面贯彻落实党的十八大和十八届三中、四中全会精神，以邓小平理论、“三个代表”重要思想、科学发展观为指导，深入学习贯彻习近平总书记系列重要讲话和调研指导河南工作时的重要讲话精神，认真落实省委九届八次、九次全会决策部署，紧紧围绕协调推进全面建成小康社会、全面深化改革、全面依法治国、全面从严治党的战略布局，坚持解放思想、实事求是、与时俱进、求真务实，坚持以重大现实问题为主攻方向，坚持基础研究和应用研究并重，充分发挥省社科规划项目示范引导作用，推动哲学社会科学为加快中原崛起河南振兴富民强省服务?/p>
<p align="left">二、申报省社科规划项目，基础理论研究要有学术积累，突出原创性和开拓性，着力推出引领学术创新的研究成果；应用对策研究要重点关注河南现实问题，具有针对性、指导性和可操作性，着力推出有决策参考价值的研究成果?/p>
<p align="left">三、本年度《课题指南》条目共分三大类，第一类：贯彻落实党的十八届四中全会和省委九届八次、九次全会精神专题研究。第二类：马?middot;科社、党?middot;党建、哲学、经济学、政治学、法学、社会学7个学科条目。这两类条目只规定研究范围、研究方向和研究重点，申报者可在相关范围和方向下自行拟定题目。第三类：历史学、考古学、文学、语言学、新闻学与传播学、体育学、艺术学、教育学、图书馆·情报与文献学9个学科，不设具体研究条目，申报者可结合自身的研究优势和学术积累，自由选题申报。无论是按《课题指南》拟定的选题还是自选课题，课题名称的表述应科学、严谨、规范、简明，一般不加副标题?/p>
<p align="left">四、省社科规划项目申报范围涉及16个学科，所有学科的申报都要按照我办公布的《河南省哲学社会科学规划项目申报数据代码表》填写。跨学科的项目要按照“尽量靠近”的原则，选择为主的学科进行申报?/p>
<p align="left">五、本年度社科规划项目，分为一般项目和青年项目两个类别，全部为资助项目，资助额度均?万元。申报者应根据需要提出适当的资助经费，并按照《河南省哲学社会科学规划项目管理办法》编制合理的经费预算?/p>
<p align="left">六、项目申请条件：一般项目、青年项目申报者原则上应具有副高级（或相当于副高级）以上专业技术职务，如不具备的，须由两名具有正高级专业技术职务的同行专家推荐；青年项目申报者（包括项目组成员）年龄均不得超?5周岁（以申报截止日期为准）?/p>
<p align="left">七、申请省社科规划项目的项目负责人本年度只能申报一个项目，且不能同时申报省社科规划重大项目和决策咨询项目，也不能作为课题组成员参与其他省社科规划项目的申请；项目组成员同年度最多参与两个省社科规划项目的申请。在研（申报截止日期前未获批准结项）的国家、省社科规划项目负责人不得申请新项目。被中止项目研究、撤项的项目负责人（自撤项之日起二年内）不得申请新项目?/p>
<p align="left">八、申报者要按照《河南省哲学社会科学规划项目申请书》的要求如实填写申请材料，并保证没有知识产权争议。凡弄虚作假者，一经发现并查实后，取消项目负责人申报资格?/p>
<p align="left">九、本年度基础研究项目完成时限一般为2-3年，应用对策研究根据研究问题的时效性确定，一般为1年。研究起始时间自9?日起，申报者需据此考虑自己的项目设计?/p>
<p align="left">十、从今年开始，省社科规划项目实行网上通讯初评，初评采用活页匿名方式，申报者在网上提交的《项目论证》活页内容，不得直接或间接透露个人信息或相关背景资料，否则取消参评资格。《项目论证》活页中前期相关研究成果只填成果名称、成果形式（如论文、专著、研究报告等）、作者排序、是否核心期刊等，不得填写作者姓名、单位、刊物或出版社名称、发表时间或刊期等。申报者承担的已结项或在研项目、与本项目无关的成果等不能作为前期成果填写。申报者的前期成果不列入参考文献。《项目论证》活页内容字数不超过7千字?/p>
<p align="left">十一、申报者所在单位要对申报项目的政治方向、科研水平和能力、申报资格和填表技术严格把关，对申请书填写的内容，特别是对本单位申报者网上提交的《项目论证》活页内容认真审查，从严把好匿名关，确保每一份申报材料规范有效，并签署明确意见，承担信誉保证?/p>
<p align="left">十二、项目申报所需的各种材料（包括《课题指南》、《代码表》、《申请书》、《项目论证活页》等）见附件。申报者要按照新修订的《申请书》和《活页》规范填写，特别注意要把《通讯评审意见表》附在《活页》第一页上。《申请书》和《论证活页》一律用A3纸双面印制，中缝装订。由院科研外事处统一报送省社科规划办公室?/p>
<p align="left">十三、申报工作由院科研外事处统一组织?/p>
<p align="left">十四、今年继续实行省社科规划项目网上申报。申报者通过“省社科规划网上申报系统”进行网上申报（网址：http://www.hnpopss.gov.cn）。申报系统填写方法详见“河南省哲学社会科学规划项目申报系统使用说明”。申报者纸质申报材料（申请书、活页）在网页下载?/p>
<p align="left">十五、报送的纸质材料包括?/p>
<p align="left">1.审查合格的申请书一?份，包括1份原件和2份复印件。单?份申请书夹活页交由我办备用，其余2份申请书采用??”方式叠放，即将2份活页和1份申请书叠放在一起，然后夹在?份《申请书》中缝装订处，以免损坏封面页。不要把活页分别夹在每份申请书内?/p>
