为进一步做好高校家庭经济困难在校学生的资助工作，促进学生德、智、体、美全面发展，国家设立了国家励志奖学金。根据《河南省普通本科高校、高等职业学校国家励志奖学金管理暂行办法》的有关规定，结合我院实际情况，制定本办法?
</div>
<div>
<strong>第一?/strong>国家励志奖学金的资助对象为我院品学兼优、家庭困难的全日制专科学生。国家励志奖学金额度为每人每?000元?
</div>
<div>
每年的资助人数及标准均按照国家和省政府的相关主管部门当年度下达的名额指标及标准核定。各系（院）的名额按照相应年度可参评学生人数所占比例进行分配?
</div>
<div>
<strong>第二?/strong>国家励志奖学金的基本申请条件?
</div>
<div>
1、热爱社会主义祖国，拥护中国共产党的领导?
</div>
<div>
2、自觉遵守宪法和法律，遵守学校各项规章制度；
</div>
<div>
3、诚实守信，道德品质优良?
</div>
<div>
4、在校期间学习成绩优秀?
</div>
<div>
5、家庭贫困，生活俭朴?
</div>
<div>
<strong>第三?/strong>各系（院）应成立由学生代表和教师代表等参加的评审小组，系（院）负责人任组长?
</div>
<div>
<strong>第四?/strong>国家励志奖学金年度申请和评审。每?月开始受理申请，应在上级部门要求时限内评审完毕?
</div>
<div>
<strong>第五?/strong>学生可根据申请条件，按学年向所在系（院）申请（每学年一次，符合条件的学生可连续申请），经由班级、系（院）、学院评选产生，并递交《国家励志奖学金申请表》，但在同一学年内不得同时享受励志奖学金和国家奖学金?
</div>
<div>
<strong>第六?/strong>国家励志奖学金的评审程序如下?
</div>
<div>
1、符合条件的学生一般在每学年第一学期开学时向所在系（院）提出申请?
</div>
<div>
2、各系（院）评审小组根据申请学生的家庭情况及表现，按分配名额确定推荐名单后，报送学生资助管理中心。学院按照公平、公正、公开的原则，将推荐学生名单集中进行院、系（院）两级公示，公示期不得少于七天，广泛征求意见。公示期间学生如对推荐名单存有异议，可直接向学生资助管理中心或系（院）评审小组提出书面申诉，学院调查核实后，如情况属实应对推荐名单进行相应调整?

3、公示结束后，由学生本人填写《国家励志奖学金申请表》，签字、盖章后交院学生资助管理中心?
</div>
<div>
4、院学生资助管理中心对推荐材料进行审核后报送省教育厅和财政厅备案?
</div>
<div>
<strong>第七?/strong>各系（院）必须严格执行国家有关财经法规和本办法规定，对国家励志奖学金实行专款专用，及时发放给获资助的学生，不得截留、挪用和挤占，同时要接受纪检监察部门和上级有关部门的检查与监督?
</div>
<div>
<strong>第八?/strong>各系（院）应严格按照本办法做好评审、推荐及材料报送工作。对于没有按要求报送材料和未按规定评审、推荐的系（院），一经核实，视情节轻重，核减或取消该项资助?
</div>
<div>
<strong>第九?/strong>本办法由院学生资助管理中心负责解?自公布之日起施行?
</div>
